In April 2017, the Higher Education Research Act (HERA) achieved Royal Assent with its’ central piece of legislation around the regulation and funding of Higher Education. The reform came about following the White Paper ‘Success as a knowledge economy’.

The two main regulatory and funding bodies of Higher Education, HEFCE (Higher Education Funding Council for England) and OFFA (Office for Fair Access) merge in April 2018 to become the Office for Students (OfS) providing market regulation to the sector.
