"Apprenticeship: A key route to skill", was published on 20 July 2007 by the House of Lords Select Committee on Economic Affairs. 

The Independent today reports that the document 'highlights the contrast between full-time higher education, with its well established systems, elevated status and intense government attention, and the provision of of part-time vocational skills, where successive governments have provided 'poor leadership'.'
